Overview

SUMMARY/OBJECTIVE:

 

The Technical PM will lead IT network engineering and system administrative teams to develop and support DoD enterprise IT networks, as well as provide project management functions and serve as customer interface for the company.

Responsibilities

Responsibilities:

 

• Supporting of the US Navy (USN) organizational domain network portfolio, through research, analysis and assessment of network security supporting production of core Information Assurance and Cyber Security (IA/CS) operational and workforce requirements.
• Provide advice and expertise in support of customer IT budget management and analysis for Financial Management Board (FMB) budget cycle submissions, IT requirements submissions, the IT Portfolio Dashboard and IT budget data calls.
• Provide scheduling and issue resolution in preparation of Seat Refresh (SR), management and delivery within the DoD/USN customer domain and inventory management.
• Perform customer service functions in support of DoD/USN networks, IT requirement requests, Information Technology (IT) Portfolio Repository (ITPR) management, Enterprise Service Initiative (ESI), Enterprise Service Licensing (ESL) related to the lines of operation, and HW/SW inventory.
• Perform Activity Telecommunications Control Office (ATCO) customer service functions in support of USN Telecommunications requirements.
• Originating and continually improving the overall Strategic Communications Plan to ensure the necessary planning, outreach, execution, and dissemination of lessons learned/after action reports.
• Support planning and drafting of policies, processes, and procedures, as well as IT governance rationalization and execution support related to the DoD and USN lines of operation, ensure the necessary planning, outreach, execution, and dissemination of lessons learned/after action reports.
• Provide direct support services for overall and complete operation and maintenance of the classified/unclassified customer server(s). Server Farms include physical and virtual servers or server or application appliances, applications on servers, and associated storage area networks (SANs).
• Assigning processing priority and maintenance schedules, performing operating system boots as instructed, and monitoring the system processing status and data center status.
• Provide subject matter expertise in the installation, configuration and interconnectivity with DoD and USN networks as this is central for managing the network infrastructure.
• Be responsible for providing support for several networks connected to the Department of Defense Information Network (DoDIN).
• Perform network infrastructure installation and support involving the installation, testing, and repair of copper and optical fiber cabling
• Support of Applications efforts and Systems support efforts.
• Overseeing technicians to visit customer locations as required to perform on-site maintenance, install/de-install or relocate workstation equipment, install software packages and configure workstations for proper user access to the systems
• Support audio/video teleconferencing support functions.
• Overseeing IT Service Desk, Levels I, II, II and III
• Developing and deploying tools to manage, analyze and provide metrics in support of DoD and USN enterprise requirements.
• Support of Network Cyber Security (CS) and Continuity Planning by supporting the establishment, exercise and maintenance planning to ensure continuity of operations.
• Support the revision of the entire end-to-end DoD and US Navy Assessment & Accreditation (A&A) process.
• Support CS readiness reporting and assess the cyber security posture and identify trends and processes potentially dangerous to network security.
• Support processes for identifying and managing USN information systems (IS) and IT assets configuration items (CI) throughout the System Development Life Cycle (SDLC) and for managing the configuration of the CIs of customer ISs and/or components and applications
• Ensure the Continuous Monitoring of NSWCDD DNA Networks and Systems using DoD approved tools including but not limited to Assured Compliance Assessment Solution (ACAS) and Host Based Security System (HBSS).

Qualifications

Required Education and Experience:

 

• Bachelor’s Degree in Engineering, Computer Science, Information Systems, or Business;
• Certification in PMP or ITILv4 Intermediate.

• Five (5) years professional experience managing IT transformation projects, including task management and coordination, schedule development and management, risk management, quality management, and performance management reporting.
• Two (2) years of project management experience directly related to the areas of Network Operations (NetOps) C2 requirements, technology assessments, systems design, systems analysis, programmatic support, quality assurance, acquisition planning, and budget planning.

  • Must have a Secret Clearance.
  • Must have experience with Amazon Web Services (AWS).
  • Must have experience with Navy Marine Corp Intranet (NMCI).
  • Must be familiare with Navy Information Technology Approval System (NAV-ITAS).
  • Must have experience working with Navy DoD contracts.

 

 

Preferred Education and Experience:

 

• Demonstrated experience with DoD and US Navy enterprise IT networks and systems
• Demonstrated experience managing IT support teams
• Demonstrated experience preparing cost estimates and project schedules
• Demonstrated experience preparing project status and budget reports.

• Top Secret Security Clearance
